It means that child needs to be disciplined (not necessarily punished, but guided and disciplined) in order to be a productive, respectful child. It's not saying that if you don't beat a child you spoil him, but if you do not provide discipline, you can.

If you "Spare the cane", you risk "spoiling the child" So, take the cane, and tan his hide--until it GLOWS in the dark!!!
