No. It's muscle as well.

The Glutæus Maximus is the largest muscle in the human body and as such enables us, unlike most of our mammalian cousins, to walk on two legs. It is responsible for the shape of most people's arse. However, North Americans are the most obese people in the world and I would say that in their regards the muscle is a lot of the time covered in a very thick layer of fat. But then again, even skinny people with little body fat can have a big booty and in their case it is mostly muscle. Hope this helps.
