Only the FBI has the authority to run a check for the purposes of issuing civilian security clearances as that requires an extraordinary amount of access to the details of one's personal life (financial records, mental health records, military records, etc). They have full access to all national criminal databases as well as agreements to access state and local databases as needed. Federal Firearms License holders can run a NICS check on you when you buy a firearm from their retail business operation. NICS scans several databases to see if you match any of the goblins on file, so it's a background check for felony or other disqualifying incidents. An amazing amount of data is out there, if you want to pay for it. Private investigaton firms pay dearly for annual access to specialized databases that get their info from a vast array of sources, like credit bureaus who sell their data for uses like this.
