If it is an actual web page that you go to, I would install Mozilla Firefox! After that, go to http://addons.mozilla.com and look for Ad Blocker Plus. Click on it and install it then restart your Firefox. You should no longer have popups after using Firefox. You can also take it one step further as I did and install NoScript. That will allow YOU the power to allow which scripts on the pages you want. It gives you total control over your browsing experience. Hope it helps.
