"Lateral" is not a word used in the actual rules. There are forward passes and backward passes. If the pass is not forward, it is considered a backward pass. Therefore, a truly lateral pass is considered a backward pass. You cannot by rule have a forward lateral. How you propel the ball, underhand, overhand, pushing, is beside the point. In the NFL it would be an illegal forward pass. Don't know about NCAA and High School.

In high school it is a legal play. Also, by high school rules any pass that is not backwards is considered forward. Basically, when in doubt, it's a forward pass.
