  • Don't think so. Check your state government listings, look for an agency that supports housing regulation. Give 'em a call.
  • Lack of US citizenship is not a grounds for denial of residency. What it sounds like to me is that the landlord has concerns over your ability to pay rent and utilities. In most states it is very difficult, time consuming and costly to evict a homeowner in a mobile home park. If you were to offer some sort of a security deposit, say 6 months rent in advance to cover the possibility of you not paying rent he would probably change his mind. If you force the legal issue then you have a landlord who is mad at you and why would you want to live somewhere under those conditions?
