Do you think taking away points for questions is an effective way of controlling quality and quantity of questions in AB?

No, I think it just propagates bad feeling, and is like a red flag to trolls (who just want to upset you anyway). I don't think quality can be controlled as quality is a subjective idea. Quantity need not be controlled at all.

In most circumstances. In others people like to play payback and are not really sure who has given the negative rating, so the wrong person is penalized that can be a bit of a mess.

I have made the choice to give point's to my question's and if the answer was not nessary, I comment in a postive way and I have recieved good feedback from them

Hell no. I believe that that would just cause all sorts of problems.
