When should I use garlic salt over garlic powder and is there a difference?

    There is a difference.
    If you are seasoning something (like fries, or bread) then garlic salt will be fine.
    If you want to add garlic flavour to food when cooking, use garlic powder.
    The difference between them lies in the components. Garlic salt is salt + garlic powder (and probably some anti-caking agent to stop it sticking together).
    Garlic powder is dried powdered garlic cloves.
