A Zorro mask and a black cape, black outfit with black boots.

If it's fancy dress - then whatever costume he would like, with a mask incorporated into it. If it's not - then he should wear a suit or tux, with some sort of distinguishing flair to set him apart.

I have not been to one yet. Since it is a masquerade ball, just wear any clothing which would not easily reveal the person's identity and which would also commensurate with one's personality.
