Where in the world are you? In the UK, between 11pm and (I think) 7am. It may be 6am, but since such god-forsaken times exist only in other people's ghastly lives, I don't really care.

Illegal? I never even thought this could be possible. They put the horn on the steering wheel so you could use it. How else are you supposed to communicate with other drivers and pedestrians?

Technically the only legal time you can blow your horn on a public road is to avoid an accident. That's what it was designed for. People don't care though, they use it to communicate everything from rage, to their arrival.

Maybe in a quiet zone,say around a particular hospital or nursing home? I can't say for sure. When I lived in Pittsburgh,they passed a law about noise,something about too many decibels and you'd get a ticket,they actually gave some out too!(That was for the youngsters who had very loud speakers in their rods!)
