Should co-joined twins be treated as one person or as two persons, when issuing such things as passports, driving licenses, marriage certificates, or (and sincerely hope not!) criminal sentences?

In the matters of life, they should ofcourse be treated as "single". but as for official documents, should be treated as two other person.As for criminal sentence, i think they are equally answerable any crime commited.
