Yes they do use different formulas, In Norway coke has less suggar.
just saying, over here in America we have like 4 or 5 different Fanta flavors

You're reading I like to drink Fanta (an orange flavored soft drink by Coca Cola). But it tastes completely different between Europe and Kuwait. So do soft drinks use the same formula in different countries?

I think they just get the mix from Coca cola .. they wouldent want to give away their secret mix!
