It's not the site you want to be thinking about, It's the local laws in whatever country you mean that are the main issue here. for Example, in France it is legal to own pepper spray, but not legal to carry it on you (helpful eh?) while in the UK it is illegal to simply own pepper spray and you could be prosecuted for being in procession of an offensive weapon as soon as it's delivered.
