NO, most vehicle have a button whiv=ch allows you an air intake option. you can use freash air from outside the vehicle, or re-circulate the air in the vehicle.

No, but there is still the benefit of keeping the seals and moving parts in the AC compressor lubricated, so if you've been doing that, keep doing it; If you haven't been doing that, then start. You only have to run the AC for a minute or so, once a week, to accomplish this benefit. Running the AC for a more prolonged period will only burn more fuel.
