It means that US candidates for the House of Representatives would run in the whole State rather than the Congressional District which eacj State is given based on population in that District

In the electoral sense with regard to the House, "at large" means not confined to any particular subdivision of a state. . You see this mostly with regard to states like Alaska, Delaware and Montana, who have only one Representative in the House. . Although the provision has never been triggered, in California the law is that if the legislature cannot agree on a redistricting plan following a decennial Census, all candidates for the U.S. House of Representatives (for all 53 seats) would run "at-large," meaning that everybody would be on one ballot and the top 53 vote-getters would win a seat. . No state to my knowledge has actually done this, but there's nothing in the Constitution to prevent one from going that route if they want to.
