not really since numbers are no unique across the league but only in the team, this team need to retire 100-X numbers (being X the number of active players allowed) for that problem to happen.
in baseball the team that has more retired numbers is new york yankees with 16 in 96 years, that's 1 retired number every 6 years. Taking on account that a baseball team roster has around 36 players that would leave 48 free numbers (100 numbers minus 36 active numbers minus 16 retired numbers) which are good for 288 years, so there is no rush.

Well, the NHL is retiring them at a fairly disproportionate rate. Especially the original 6 teams, having had a longer history. Given that most major sports franchises actually HAVE a cap at 99, some teams will run out well before 288 years are up. In the NFL, with numbers being assigned to certain playing positions, this could actually happen much sooner.
