I have seen razor blades screwed to the sole tip of a boot for kicking and cutting. There is a type of work boot gangs favor because there is a steel shank in the sole. If you are locked up and you are allowed to keep the boots .You can pull the shank out of the boot and sharpen it. making an edged weapon.

It definitely could be if it had a foot in it. Also, there is a thing where someone can have a knife the comes out of the front of their shoe.
