If an ABS system on a car fails, will it fail in safety mode? ie. the brakes perform as if ABS was not fitted

If you mean will your brakes still work but without the "auto pulsing" of ABS, then yes. Why do you ask?

I have a 2004 Pontiac Grand Prix GTP. It is having a problem with the ABS braking system intermittently engaging and disengaging. Sometimes it will begin pulsing without the brakes being applied. Other times it will begin pulsing with the brakes applied.
