What is the proper way to address a "former" governor? As in, Dear Former Governor?

Generally, he is still called "Governor" as a courtesy and tribute to the high office he once held. The same is true for the President and for retired field-grade (Major and above in the Army, Lt. Commander and above in the Navy.) military officers
