Can a car dealership charge for lost time, if negotiations occur, but the deal falls through? Also - is it legal for them to hold on to the registration of a potential trade-in, and not give it back if the negotiations fall through?

No. However, I suspect you are misconstruing the facts. Once an agreement is reached, you are bound. A deal can only fall through if you had a deal in the first place. So more facts are needed to give you an accurate answer. Did you have a deal or were you only still negotiating?

No binding paperwork was signed...Although there may have been a verbal commitment to buy. But after some thought, minds were changed. I was not there first hand. I'm asking this question as a favor for someone else. Thanks for your insight everyone.
