They're only closing about half. Probably less. They want of reduce the stigma of visiting Amsterdam, but not lose all the tourism they are currently getting.

The ones that are being closed are in certain districts like near schools and such. Drug use in Holland has a long way to go to catch up with the amount of abuse and drug related crime in the US.
