If the fence runs east to west, it would be pretty easy to imagine how to build a fence from (angled) solar panels. However, if the fence runs north to south, the panels would be turned 90 degrees with respect to the direction of the fence, so I don't think it would be very practical. Fences that are not on exact east-west or north-south lines, would be somewhere between easy and hard, with it getting more difficult as the fence approaches a north-south run.

It is just not an effective use of the panels because, even running east-west, they would have to be tilted to point at the sun, which is usually overhead.

yes you just need to build a steel frame to hold it up and have a sturdy foundation.
