They should touch and bend slightly at the shoe in the standing position.

If the pants are dress pants then when getting them measured it depends on how you want to wear them. With my clients I often have the hem started at the top of the heal of the shoe. That will give you a break in the front. The shorter the hem the higher they will raise when you sit.
