England have school buses but not every school and the child has to live a certain distance from the school to use the bus.

Australia. But it's not the same cliche yellow school bus. It's just a regular bus. I'm pretty sure that it's not a similar system too.

I think there are some schools in Britain that have school buses. I've never seen any though, so that could be a lie.

I rode a school bus in Germany. Other than lack of funding, why would a country not have buses?

About 220 countries. I can't imagine any country without atleast a few school buses. The regulations for school buses may vary, but they will be there with all large schools. If not buses atleast vans.
