Yes, a goat needs to have kids to start producing milk. Then she will continue on giving milk for about a year, though with a serious drop in production so usually you breed each year to keep them in production. No, pygmies are not good milk goats because their udders, or more specifically their teats are too small to milk by hand or machine. The teats are just too short to get a good hold of and then don't give that much milk either. They aren't bred to be a milk goat, they don't have the conformation to have good udders that give lots of milk. SOme goats are bred for milk, some for meat and some for pets.

usually, but not always. some dairy breeds have "precosious milkers" that is when a young doe that has never been bred starts producing milk. these are rare, but they do happen.
