Can the police detective be the complainant to press charges against someone when the person cashes a bad check at the bank?

Yes if the police man was the persons whose identity was forged. Technically there is a rule that the arresting officer cannot by law be the compliant at the same time unless it is assult or battery against that officer. No single person can press charges against anyone for trying to cash a check unless they are the person whose identity is stolen.
