Why are blue parking bays placed so much further away from new type shopping complexes.

So the handicapped person gets some exercise. . also because walking is not the only kind of handicap for people who have that special parking permit.

In my experience, the handicap parking spaces are always right in front of the door, and everybody else has to park far away.
