Not easily, as it usually changes the angle of the sole, the bottom of the shoe and your foot won't be in the right position. You might not even be able to walk in them easily. And they may break quicker because of the different stress points.

Yea you can take them to the shoe maker to get them cut down. but 1st ask yourself do you really want to spoil the shoe- a few practice sessions in your house will make you a pro in heels
