It varies from State to State. In North Dakota: Snowmobiles There are no age restrictions when operating on private land. When riding on public land, however, youth operators must be at least 12 years old, and either have passed a snowmobile safety course or own a valid driver's license. Kids under age six should not ride as passengers, either. In Indiana the law leaves the rules up to the county. No one can operate on a public high way with out license.
