If water conducts electricity so well, does ice conduct equally well?

Absolutely pure water does not conduct electricity well. It requires some ionic impurities (such a salt, for example) to make it conduct. And then it conducts because the ionised impurities can move in response to the voltage. Since ions in salt cannot move, I woudl not expect ice to conduct very well.
