Sephiroth. he was able to destroy several cities all by himself.

Yeah, I would say Sephiroth would win out. However, I think that Master Xehanort, the original form of the creator of Xemnas would kick his tail.

do you need to ask?! SEPHIROTH!!! xemnas is a wimp. just look at his cloak. plus most of xemnas's attacks would be easy as pie to get around if you were nimble like sephiroth and sephiroth has enough raw power to, you know, kill an entire planet.
