  • I would just charge by time, since by default, an animated image would tend to take longer to create than a static one. I find charging an hourly rate simplifies things a lot if you're working on a lot of different types of projects for people. If you have basically ONE thing that you do almost all the time, yes, maybe it would be best to just set flat fees for each project type. That part is really up to you. If you only charge 3 or 4 dollars for a normal ad (that sounds a bit low, BTW), I would say charge 7 for an animated one.
