College football. Some teams don't have their players names on the back of the jerseys. Is their some rule or reason why?

There's no rule. It's up to the individual schools, usually in the coach's hands. Some teams, like Penn State and Notre Dame, do not have players' names on the jerseys by long-standing tradition.
