Free speech. If we try to say one thing is not okay to say we may have to say that for everything, as more and more people with more and more preferences complain about it.

The government does neither of the two things you have mentioned. It is the Constitution that grants and protects your freedoms as long as you do not use them wrongly, you can use your freedom of speech for what ever you deem convenient as long as you don't use it to slander/offend or libel the good name of others. If you commit them you can be sued in a court of law, be jailed depending on the intention and damage you may have caused and fined with a civil compensation which will depend on the judge.

People can always grow a thicker skin. Getting back the right of free speech is another matter entirely.
