it's a nautical star, and it symbolizes a desperate attempt to fit in and look cool, as well as a total lack of creativity and imagination.

Well, thank you all for your answers. Although, I am sure that I could fathom its true meaning if it was shared with me. I believe it to be a mark of hate. In my line of work many men have this marking, however they are inmates in a maximum security prison and therefore do not share its meaning with the staff.
