I work for a small web hosting/design firm and we have had good luck at getafreelancer.com The key is to set out very specific scopes of work and to have fairly constant and consistent contact. While it may be tempting to bring on a non-english or ESL contractor, keep in mind that the key to a good design is communication and if you can't communicate clearly and effectively then you are compromising the quality of your project.

If I had to, I'd outsource to an agency. Make sure they offer junior, mid level and top-level workers across the board so that the work can be spread appropriately. There is nothing worse than a single junior doing everything, and its so expensive if all the top-level staff do everything!
