Why was there an international team of observers monitoring the presidential elections in 2004?

In several locations (primarily a number of Florida precincts, although there were others), voters requested international observers as a preventive measure in situations where they felt they had reason to supect that there might "again" be chicanery. After all, isn't that what international observers are for--to deter anything underhanded?
