Most definitely. When I lived in Arizona, I had one of "those houses". Kids would come from as far as 25 miles to see my place, and we averaged over 200 kids on Halloween night. Here in Oregon, I live off the beaten path and after 3 years, still only get 3 or 4 kids. I still love seeing them, but I don't put the time into decorating that I used to.

No, kids are already scarey even when they aren't dressed up.

Yeah, I do. Particularly the little ones who struggle with their jokes, poems or songs. They deserve it!
