The first bikes had solid tires, but had a very rough ride, as though inflated to extremely high pressures.
I would have wanted such tires.
The usual reason. It would make the bike more expensive and they wouldn't sell as many tires.
It's the same reason why the cars we buy aren't built to last... there is an entire industry built around spare/replacement parts.
Also, I think that some people don't care for the feel of puncture proof tires.

I know for a fact that bicyclists are respected as motorists on the streets in Europe, why isn't it the same in America?
