The Laws of the Game do not make any specification concerning goalkeeper's gloves; in fact, they do not mention them at all. The only specification on goalkeeper equipment is that the shirt must be different in colour from the outfield players and the referee.

The short answer is no. As a goalie you can wear anything from ski mittens, to rubber gloves, to wearing none at all. There is definantly no regulation on the goalies gloves, and if a referee says so, then he is in the bluff.
