I would completely understand because I have been there and done it, paying for groceries, and gas. and I'm not beyond it now.

My feelings would be of gratitude for myself and honor and integrity for her. Some are less fortunate than others and to pay her bill in pennies rather than not at all shows integrity. I would say nothing to her but I would say a silent prayer for her and her circumstances

I would say nothing, it is her choice, and by the sounds of it she is not well off. At least she could afford to pay it.

If you mean would I say something because I'm being held up due to her having penny change - No, I wouldn't say anything (nasty) to someone who's making an effort to pay their bills. Even if she's possibly making a protest statement by paying with change, it's not my job on earth to belittle another human being who's living their life. The most I might do is offer to help her and the cashier count up the pennies. This way I will be doing something more worthy than judging her situation, which I have no right to do, plus take some of the pressure off them to hurry up, cause I'm sure everyone else in line believes their time is more important than anyone else. Besides, the fact is, if I'd taken care of my own business, I wouldn't be standing in that line to pay personally anyway! The expereience should teach me to do better to pay my bills on time, to be sure my check is in the mail sooner, or better yet, paid online to avoid paying postage OR having any contact with any people in the real world . . .

I wouldn't be surprised if pennies are literally not worth the time, effort, and space it takes to handle them. I'd wonder why she didn't at least roll them. Paying with rolled coins is one thing. But if they are loose... forget it! That's just plain rude. I assume that this happened in the USA. I read that in Canada, pennies are not legal tender for amounts greater than 25 cents. There should not be a coin worth less than half a minute's work at minimum wage. In the US, this works out to about 6 cents.
