Can anyone help me explain what is really Proposition 7 [for the state of california]???...I have my voters ballot with me and i've research this prop, and i cant quite understand what it is?? Help, Please?

In short, Proposition 7, would require California utilities to procure half of their power from renewable resources by 2025, and 40% by 2020. What this means is that your power company would be legally mandated to decrease the use of oil, coal, and nuclear consumption in exchange for solar, wind, etc. The net effect of this proposition, if passed, would be to increase taxes and energy costs. The benefit is that it MIGHT reduce California's use of non-renewable resources. Of course, if the energy companies cannot produce enough power with renewable sources by 2025, that means they will have to cut back on overall energy provided to consumers. Thus, expect huge cost increases in the short term as companies increase investment in renewable sources. And possibly expect increase costs and energy rationing in 13 years.
