I'd try to make a system where the doctors only get paid while thier patients are in good health.

I know nothing of health care, which may prove to be either an excellent thing or a disastrous thing. But here goes, a novice's plan on how it should be. And yes, this would be a governmental program. First off, doctors with a degree in natural medicine as well as medical would be better paid then those with only medical. Any disease that has a natural cure or a natural way of helping would only get prescriptions as a short term fix. The long term fix would be guiding the patient on the road to a healthier lifestyle. The goal of all health care agencies would be to get their patients to be free of long term prescriptions. Quality care, and not quantity of patients, would be the only way to be rewarded financially. Bonuses would go to the doctors and facilities who's patients had the best care possible, and not to the ones who focused on quantity over quality. All health care would be free to citizens of our country, or here legally and a tax paying family. Others will be charged at cost rates. Companies and people who create medicines and discover new procedures will receive 10-30% of all the profit that their discovery earns. The rest of the money it earns (from sales overseas and what not) will go into the health care system. If needed, there will be a medical tax to help cover costs. It will be an optional tax, and anyone who chooses not to pay it will fall under those who will be charged at cost. That pretty much covers it. I don't know if it would turn out good or bad but that's what my brain came up with. Feel free to pick at it if you want, but I think it's a good start.
