It is most likely the case. There is a Black Hole at the center of every galaxy. The gravitation from Black Holes is certainly the glue that binds galaxies together.

it's still a matter of debate, being impossible (as of now) to actually do tests on the black holes, but it's generally believed that they are the center of and main cause for the formation of galaxies. their gravitiational pull allows for the necessary particles to come together and form the stars and planets of the galaxy
