Most cartoon characters walk around naked, yet when they go for a swim, they wear a full bathing costume, why?

Mmm, we must be watching different cartoons my friend. Most cartoons i see the characters are fully clothed.

With or without wearing clothes, most of these cartoon characters are actually people, not animals. (Goofy is actually a man, but Pluto is actually a dog). They sometimes do not wear clothes because it could be disturbing to see an animal look-alike doing this. And people do not wear their usual clothing to swim: they ALWAYS use a bathing costume (if they are not nudists).

Somehow it makes their antics while swimming funnier.
