it could be. i think more of it is how someone is raised, so having stupid parents could lead to that.

Stupid is as stupid does, for regardless of what genes you have or wish you had, everyone is responsible for their own actions, for you choose how much you use what you have, and what you do to augment what you have. Point the finger at yourself and not at others, for the blame game is a death spiral.
