That depends on your sense of what is 'cool'. If we're talking about visual appearance, then; Sleek and shiny? Eldar and Tau, some Space Marines. Necrons at a stretch. Rugged and tough? Humans (Space Marines, Imperial Guard etc), Orks and most 'veteran' armies. Creepy and scary? (like Pryamid Head scary); Chaos, especially daemons, the Necron (the 'Flayed Ones' are #1 there). Your question here is a bit ambiguous, since we can get all philosophical about which races is the coolest.
