The first step is making them realize they have a problem, maybe through organizing an intervention. From there, they should get into rehab. There's a show on A&E called Intervention. It's exactly about this. I've seen an episode once on Youtube, so maybe you should check it out there. They don't explicitly give tips on how to help a person with a drug problem, but it can still be informative.
