  • They are not soap. Soap works by breaking down the film water naturally has between itself and you. Hand sanitizers use alcohol (usually) to kill germs. They're meant to allow you to have sanitary hands in a place where it may be inconvenient to wash them immediately. Thus a soap would be inappropriate as you may not have water to wash it off with. I don't know if you've ever put shampoo in a woman's lotion bottle, but that's the idea (and it's a DAMN funny one, too, but that's another story)
