Arnold Brumbauer. An easy weak nickname could be Arnie or Brumby. Or it could be something like Bradford Martin Woodcock and he would be called BMW. Seeing as he works with the DMV it would add a bit of humor. That's all I've got at the moment.

I'm always partial to James; there are a couple of goofy sounding nicknames that go with it (Jimmy, Jimbo). Howard (Howie), Conrad (Connie; weak and feminine to boot), Abram (Abe), Alexander could have several possibilities with it. Anything levelled to Joey (Joseph, Jonah, etc.). Or Jonathan to Jonny. Bartholomew to Barty or anything to Barry. Also, you could always give him a strong first name but have him called by his surname or initials. Or have him be called by an acquired nickname that others have given him, because those are usually silly. I'm guessing you're trying to convey that he's perceived as weak, or that that perception has made him so? If so, a nickname unrelated to his actual name would do this perfectly, as it originates wholly from the outside.
